Abstract:
The paper illustrates some methodological problems that are present in the process that leads to the choice of a poverty indicator. This process can be divided into three main steps: the choice of the evaluation space; the definition of the poverty line; the adoption of a particular poverty index. For each of these stages, I discuss some normative issues and ambiguities that make the quantification of the number of the poor the final result of a series of decisions that are more complex and full of compromises than expected.
