Abstract:
This article examines recent theoretical and empirical works regarding the effects of an international strengthening of intellectual property rights (IPR), mainly in wake of the TRIPS agreement. In a static analysis, we show that other things equal, the strengthening should deteriorate the welfare of Southern, imitating countries. Then, we examine the ambiguous effects of the strengthening on trade and foreign direct investment. Finally, we consider the influence of IPR protection on the innovation incentives of Northern firms and devote a special attention to be "positive externalities of protection"
