Explaining institutional change through ideas

Abstract: Béland, Carstensen, and Moschella converge on the transformative potential of ideas in institutional change, emphasizing their strategic use by actors, interaction with power structures, and embeddedness in political contexts. This commentary highlights the complementarity of their approaches and proposes integrating the concept of legitimacy to better understand ideational agency within institutions – bridging ideational analysis with internal organizational dynamics and legitimacy pressures.
