In the Name of the Green Deal: The Transformation of Credit Support

Abstract: This paper analyses how the European Green Deal is reshaping the legal and institutional framework of credit support. Public intervention now relies more on financial instruments inspired by the private sector than on traditional subsidies. At the same time, private investment is being mobilised through proactive public mitigation of risk, even in the absence of market failure. The study highlights the growing legal significance of selective State aid and the enhanced role of national promotional banks. Both are emerging as key tools for aligning credit allocation with the EU’s climate and industrial policy goals.
