Supply and Demand of Skills in Italian Provinces. Economic and Legal Aspects

Abstract:
In this paper, the local imbalances between supply and demand of skills, as well as some determining elements of them, are initially highlighted, by using a simple graphic tool, i.e. the OECD Diagnostic Tool. Then particular attention is paid to some policies for promoting the matching between supply and demand of skills through appenticeship and employment services. In particular some legal criticalities, affecting especially southern areas, and making it difficult to implement those policies that are effective notably at territorial level, are underlined.
