Abstract: Effective management and control over the spending of EU funds is one of the key requirements together with the existence of clear programming documents and a legal and institutional framework in place for the use of Structural and Cohesion Funds. The management and control is effective only with a synchronized action of a system of control impacts. The aim of the researcher is to define the risk factors in the functioning of the management and control system of the Managing Authority of the Operational Programme Human Resources Development 2014-2020 in Bulgaria according to the European commitments.
