Beschäftigungsperspektiven für Arbeitslose durch betriebsnahe und zielgruppenspezifische Qualifizierung

Abstract:
In labour market policy an important approach towards integrating unemployed persons into employment is the process of making up for a lack of qualifications. However, this approach is rarely utilized because its direct proof of effectiveness often remains undetected. Exemplified by the qualification initiative in the seaport industry we introduce an effective employment approach, in which employment agencies, enterprises and unions cooperate closely. The paper focuses on the retraining initiative for unemployed persons to gain the qualification ‘Specialist for Port Logistics’. This programme is an important approach to successful integration in employment because it focuses, in particular, on long-term unemployed persons. To ensure the success of the retraining programme, three aspects were included in the qualification concept: first the individual aptitudes and special demands of the target audience were considered. Then in a specifically developed vocational learning project both the candidates for re-training and the enterprises they worked in were advised and accompanied throughout the training process.
