Betriebliche Regulierung des Übergangs von der Erwerbsphase in den Ruhestand

Norbert Fröhler

WSI-Mitteilungen, 2015, vol. 68, issue 2, 96-107

Abstract: Against the background of recent efforts to facilitate a partial re-flexibilisation of transition into retirement, the article analyses the practice and development of early or phased retirement at company (and industry) level. Based on quantitative data from the works councils survey conducted by the Institute of Economic and Social Research (WSI), the transition options offered by the company, the underlying regulatory and bargaining structures and the use of transition options by the employees are examined in detail. As a result, the company-level and (industry-level) measures, as well as the conditions and opportunities of transition into retirement turn out to be highly diverse and selective. In addition, significant erosion tendencies can be observed. Strategies of flexibilisation should therefore aim at the creation of transition options in the statutory pension or unemployment insurance, which are independent of a supplementary regulation at company and industry level.
