Abstract: Despite the increasing expenses of federal states and municipalities on cultural institutions, public theatres are still confronted with severe financial difficulties. A major source of this problem can be found in the insufficient application of managerial concepts. Such concepts aim to consequently align decisions with objectives. Against this background, it is necessary to identify fundamental objectives of public theatres, which constitutes the focus of the present publication. Based on the stakeholder concept, a well-founded and empirically validated system of objectives is introduced.
