Problems of state regulation of housing and communal services in the field of water supply and water drainage in territorial communities

Abstract:

The article is devoted to the mechanisms of using international technical assistance in the field of state regulation of housing and communal services for water supply and sewerage at the municipal level, the problems of water supply and sewerage in the Ukrainian reality. The state of water in the regions of Ukraine is analyzed, great attention is placed on the importance of providing quality water and the problems which are a danger to public health. Systemic shifts due to public administration and decentralization reforms, achievements in the field of quality drinking water supply for UTG, main problems and ways of solving them, as well as the process of adaptation of positive foreign experience are analyzed, the leading role of international technical assistance in these processes is identified. The role of international assistance in water supply and sewerage projects within the framework of the Ukrainian-Swiss DESPRO project, the main methods and mechanisms of project management in this area are determined. The problems of providing quality drinking water for rural and urban communities have finally been addressed and addressed quite effectively. In a community where the water supply system is set up correctly, it is completely self-sustaining. The local authorities have been relieved of the financial burden of repairing breakthroughs and overhauling networks or building such networks in the settlement. From now on, the real tasks are not only the establishment of water supply and sewerage, improving the quality of drinking water, but also the ability to obtain funds from this utility, which is also positively reflected in local budgets, as these projects eventually become budget-forming and UTG can direct them to further development. Important issues in the future will be not only the development of water supply networks, but also their maintenance at the expense of community budgets. As a result of the analysis of the situation regarding water supply and sewerage, it was found that for better management of communal services in UTG it is expedient to establish a communal enterprise or service cooperatives, as small networks of villages and settlements are unattractive for water supply business. As a rule, service cooperatives are formed to provide services in a small settlement, instead of providing water supply in several villages and settlements or large UTGs, it is advisable to form a utility company.

Стаття присвячена дослідженню механізмів використання міжнародної технічної допомоги в сфері державного регулювання житлово-комунальних послуг щодо водопостачання та водовідведення на муніципальному рівні, проблемам водо забезпечення та водовідведення в українських реаліях. Проаналізовано стан питної води за регіонами України, акцентовано увагу на важливості забезпечення якісною питною водою та проблемах, внаслідок яких створюється небезпека для здоров’я населення, також визначено основні чинники забруднення вод, в тому числі підземних. Формування осередків забруднення доцільно для створення карти забруднення вод України, розроблено таблицю забруднюючих речовин підземних вод України. Проаналізовані механізми муніципального управління комунальним господарством на рівні ЖКГ. В результаті аналізу автор доходить висновків, що в тих ОТГ, де правильно організовано управління водо забезпеченням, стало цілком можливим утримання самостійно системи водопостачання, без залучення місцевого бюджету та інших ресурсів, тобто такі системи водозабезпечення та раціональне муніципальне управління призвели до того, що системи водопостачання не тільки не вимагають коштів, а часто стають бюджетоутворювальною складовою муніципального управління. Досліджені системні зрушення внаслідок реформ публічного управління та децентралізації, здобутки в сфері забезпечення якісною питною водою для ОТГ, основні проблемні питання та шляхи їх вирішення, а також процес адаптації позитивного зарубіжного досвіду, визначено провідну роль міжнародної технічної допомоги в цих процесах. Визначено роль міжнародної допомоги в проектах із забезпечення водопостачання та водовідведення в рамках діяльності українсько-швейцарського проекту DESPRO, основні методики та механізми управління проектами в цій сфері.
