Auction Mechanism in the Public Procurement

Abstract: Due to Public Procurement Federal Law №94-FL buyers auction was implemented into the practice of Public Procurement. Th e article explores the differences between sellers and buyers auctions and identifi es specifi c features of buyers auctions which prevent contracting authority from using this way of purchasing goods: purchasing the cheapest but worst quality good, suppliers incentives for dumping and collusion.
