Abstract: The material is a review of the current textbook "Program Budget", prepared by a group of authors under the editorship of Doctor of Economics, prof. M.P. Afanasyev issued in 2012. The reviewer notes that the textbook is distinguished by harmonious logic of the statement of rather difficult material about one of the most perspective directions of modernization of public finances.
