Education and training: training for the future public sector in Europe

Abstract: The article uses the results of the investigations on human capital in public administration, conducted in the course of the implementation of the project - Human resources in public and municipal government: strategies and technologies of development. The project was carried out in the framework of the Scientific Fund of the Scientific Research University High School of Economics Program of 2013, grant №13-05-0018. On the basis of these findings, which are to establish a correlation of two approaches to studying human resources management in the public sector, we give an analysis of the ideas that were discussed at the 6th conference of the trans-Europe dialogue in this article (Potsdam University. 6-8 February, 2013г).
