Public administration issues, 2013, issue 2, 127-146

Abstract: The procedure of the regulatory impact assessment (RIA) has been actively used in the rulemaking process by OECD countries for nearly 30 years. It started in Russia only in 2010 and developed on the federal level. RIA has been coming progressively down to regions since 2012. This paper discusses RIA implementation process in the Russian Federation with making the point of RIA institutionalization. Based on the findings of a pilot experiment of RIA introduction in Moscow City Government the paper provides recommendations for RIA implementation at the regional level.
