THE EFFECTIVENESS OF THE LABOUR POTENTIAL MANAGEMENT AT AGRICULTURAL ENTERPRISES: THE TYPICAL PROBLEMS AND WAYS OF OPTIMIZATION

Abstract: The most common problems of labour potential management at agricultural enterprises of Zaporizhzhia region have been indentified and solutions to these problems and the optimization of the available labour potential management systems have been justified. The agricultural sector of Ukraine's economy is considered to be the basis for providing the food and economic security. In addition, Ukraine is rich in natural resources and has favorable climatic conditions for agricultural development. Despite this, the agricultural sector of the economy is in decline. In particular, there are several problems associated with the labour potential management of this branch which hamper the development of agricultural enterprises. Thus, the staff of the agricultural enterprises (which have been researched) has a very low level of education; the aging of workforce is observed, and at the same time, the senior management has not enough practical experience; there is a high level of staff turnover and a low level of technical equipment of the personnel; the labour potential has low level efficiency. To solve these problems the following research methods were used: analysis and synthesis; induction and deduction; statistical methods and methods of economic modeling. The author offers the economic models of the effectiveness of the labour potential management system of agricultural enterprises which have the same components: material motivation of personnel; material and technical equipment of the personnel; governmental support for the enterprise. These components have been specified (in the form of factors of influence on the labour potential) for each enterprise individually using the correlation and regression analysis. The author's suggestion will allow the agricultural enterprises' executives to predict the economic effectiveness of the labour potential management system (in the form of net income), depending on changes in the magnitude of each factor of the model. To optimize the existing labour potential management systems of agricultural enterprises, a model of optimal labour potential management system of agricultural enterprises has been suggested. The parameters of this model have been calculated by using the author's technique based on the expert survey of senior executives of typical agricultural enterprises of Zaporіzhzhia region.
