Abstract: With Andy Burnham becoming Prime Minister on 20 July 2026, a new cabinet is expected to set out its plan for government over the summer recess before the return of the house in September. One of the first major tests the new government will face is the Autumn Budget (and another potential departmental spending review). John Healey, the new Chancellor, will immediately face some challenging decisions on two main counts.
