Abstract: Improving the quality of research is a major task for many governments in Europe and global world. It is essential that the most appropriate tools and policies should be selected to achieve this goal. This article provides a theoretical and conceptual analysis, as well as an analysis made by member states in ensuring the coherence of policies in this field. The role of sector policies is discussed, as well as their complementarity to ensure effective compliance. The article also examines the role of certain factors that influence the development, implementation and supplementation of these policies.
