Measuring and monitoring the competitiveness of destinations in Portugal

Abstract: This paper provides a comprehensive overview of recent efforts to measure destination competitiveness, drawing on international, national and regional frameworks and methodologies. It offers guidance to create robust and actionable indicators to benchmark Portuguese destinations effectively. It highlights the need for collaboration between public and private stakeholders, emphasises the need for flexibility to address regional diversity, and calls for alignment with international benchmarks to enable comparability with regions outside of Portugal. Finally, the paper presents avenues for future development and implementation of a system of indicators to measure destination competitiveness and support evidence-based policy making and sustainable destination management.
