Enhancing the enabling environment for micro and small tourism enterprises in Greece

Abstract:
The paper analyses the enabling environment for micro and small tourism enterprises in Greece. It considers the opportunities and challenges faced by businesses and how innovation can be leveraged to help them navigate the twin transition and maintain competitiveness. Based on this analysis, the paper introduces six key dimensions of the enabling environment for micro and small tourism enterprises, namely: business opportunities and innovation; environment and climate change; access to finance; technology and digitalisation; skills, knowledge and labour; and networks and clustering, with potential indicators to measure progress identified. Policy considerations are provided under each dimension, with a selection of cross-cutting issues identified.
