Central public procurement institutions in the Western Balkans: With selected EU country examples

Abstract: This paper offers a comparative overview of central institutions that develop, regulate and manage the public procurement systems in the Western Balkans, also drawing on examples of good practices established in several EU countries. Its focus is a systematic and detailed discussion of the functions of public procurement offices and agencies, or equivalent institutions.It intends to demonstrate how properly designed central public procurement institutions can support the development of a sound and efficient national procurement system.
