Abstract: The announcement by American President G.W. Bush and Indian Prime Minister Singh on 18 July 2005 of an agreement on civil nuclear co-operation marked a fundamental change in three decades of American policy on trade in nuclear equipment and applied technology which brooked no exceptions.
