Abstract: East Java Provincial Government in 2013 to implement the program Other Way toward Welfare Society (JALINKESRA) in the Village Bunulrejo, Blimbing district, Malang form of support productive enterprises, and to facilitate Very Poor Households (RTSM) with the hope of increasing the motivation to strive (need for achievement ) of the RTSM. So it is necessary to identify the role of program implementation and JALINKESRA in improving the quality of Human Resources in Household Very Poor (RTSM) in the research area. This research is qualitative descriptive with case study technique. Data collection was done by using in-depth interviews, field observation and documentation. JALINKESRA program implementation can be grouped into 4 sectors, where the program is implemented and the Department of Fisheries Department of farms actually a failure, whereas the Department of Cooperatives and SMEs implemented and the Department of Industry and Trade is good enough achieve the objectives of this program. Program JALINKESRA role in improving the quality of human resources in the village RTSM Bunulrejo, Blimbing district, Malang pretty good.
