When Libraries Closed, Too: Education losses from COVID closures

Abstract:
This study estimates the impact of calendar year 2020 COVID library and school closures on school year 2020 – 2021 school district 4-year average cohort graduation rate using a difference in difference fixed effects model. Results indicate a reduction of 1.29 percentage points (p<0.000) in graduation rates in districts where instruction was not in person, and a 0.75 percentage point (p=0.002) reduction where public libraries were closed, for as many weeks as equivalent to December 8, 2020. Where both facilities were closed or had severely limited public access, estimated in a triple difference model, the graduation rate reduction was 2.08 percentage points.
