Conceptualizing Fiduciary Structures That Create Demand For Development Outcomes

Abstract: To realize the promise of outcomes funding in international development, fiduciary structures must be put in place that pool funds, create demand for outcomes, and manage associated risks. We discuss which features such structures should have and which they should avoid, and list criteria to help assess alternative institutional options.
