Abstract:
This report summarizes and compares approaches used by National Statistical Institutes (NSIs) around the world to measure research and development (R&D) with reference to those used by the UK’s Office for National Statistics (ONS). Various aspects are reviewed, including R&D definitions and questionnaire design, frame construction and sampling methods, measurement and estimation issues, and recent developments in R&D data collection. The report concludes with a summary of differences between the methods used by ONS and those of other NSIs.
