Abstract: Ce mémoire porte sur le rapport au territoire d’individus appartenant à une minorité nationale en milieu périurbain et rural, dans le département du Puy-de-Dôme. Cette recherche s’intéresse à l’expérience ordinaire des populations marginalisées dans un territoire où les services publics sont difficiles d’accès. L’objectif est de comprendre comment se construit le sentiment d’appartenance des Manouches et Yéniches dans un environnement qui peine à reconnaître la légitimité de leur présence et leur participation sur le territoire. Ce mémoire fait dialoguer une diversité de paramètres, en lien avec l’identité culturelle, le statut social, mais aussi la configuration territoriale, afin de comprendre la manière dont la personne se représente son environnement. L’expérience de ces publics bénéficiaires, ainsi que les différents regards portés par des acteurs du monde associatif, des élus locaux et des professionnels de l’enseignement, permettent d’analyser avec finesse les politiques publiques en matière d’éducation, de logement et d’insertion professionnelle. This dissertation looks at the relationship to their territory of individuals belonging to a national minority in a peri-urban and rural environment, in the department of Puy-de-Dôme. This research looks at the day-to-day experience of marginalised populations in an area where public services are difficult to access. The aim is to understand how Manouches and Yéniches individuals develop a sense of belonging in an environment that fails to recognise the legitimacy of their presence and participation in the territory. This dissertation brings together a variety of parameters relating to cultural identity, social status and territorial layout, in order to understand the way in which people perceive their environment. The experience of these beneficiaries, as well as the different perspectives of non-profit organisations, locally elected bodies, and state-education structures, makes it possible to draw a precise analysis of public policies in the fields of education, housing and professional integration.
