Disaster Support Giving to March 11 Japan Earthquake Relief: With a Focus on Support Funds for Recovery

Abstract: The Great East Japan Earthquake left the unprecedented damage widely on the north-east prefectures in Japan. There were innumerable nonprofit organizations held the voluntary emergency relief activities in the damaged areas. To aid the victims, magnificent giving was donated from all over the world. This study aims to discuss how to effectively circulate the civic donations to the disaster support nonprofit organizations for developing the diversification of supporters of co-support society, especially at the sudden disasters. As to clear the complicated donations' streams from donors to disaster support organizations, we found the donations by people through the various organizations raise over 620 billion yen, and each of them has characteristic distribution scheme and various streams to the final use. In our research, we also found a donation for recovery activities of nonprofit organizations (Katsudo-shienkin) to the public organizations reached to 70 billion yen, and it gradually has recognized by Japanese people as a direct donation for support funds instead of a donations distributed by government(Gienkjin) , which has historically recognized as an traditional way of donation in Japan. These findings also indicate how various nonprofit organizations will develop the role of supplement of the insufficient governmental support for victims in disaster affected areas with assembling the funding circulation scheme.
