New approaches in the analysis of scientific policy in Spain: Human resources and priorities in the National Programme of New Materials

Abstract: Spain made a marked effort to modernise her science and technology system during the 1980s. This study analyses the assets and liabilities resulting from this initiative, by surveying researchers involved in the New Materials Programme — one of the most important in the new needs-driven orientation. This provides a quantitative-qualitative way to gain insight about the effect of such programmes on personnel and strategic policies. The results show that the personnel situation has improved only slightly as a result of the programme activities. Some features emerging from the study are: the programme was dominated by a curiosity-driven approach with predominance of scientific interests; there were few linkages with industry; individual interests overcome institutional ones.
