Innovation and knowledge-based inclusive transformation of rural areas in Algeria: examining the PPDRI programme

Abstract: This paper examines how innovation-driven knowledge-based economy (IKBE) policy was implemented in a transformative agricultural and rural sector in Algeria and to what extent farmers and the rural population participated in the implementation of this policy. Existing work does not address transformative policy driven by IKBE in the agricultural and rural sector. Five major works drawn from the literature were analysed in five wilayat (prefectures) of the country. This is in addition to data collected through the observant participant methodology. Findings show that the flagship programme (PPDRI) of the renewed rural and agricultural policy made extensive use of the IKBE model through successful innovations, training and capability building, enhanced use of Information and Communication Technologires (ICTs) tools, and an adapted mode of governance. Participation remains a guarantee of effectiveness of public action. This approach brings new insights to science and public policy in a bottom-up approach in the agricultural and rural development sector.
