Abstract: Abstract Economic development planning has sometimes been criticized on account of its alleged bias towards autarky. The argument has been that inadequate attention is given to the advantages of international division of labour in the framework of planned economic development. It is evident that this criticism often implies certain assumptions about the psychological propensity on the part of the people engaged in planning towards controls that can be more easily exercised within the country than in its relations with foreign countries. I am not going into this aspect of the problem. Nor am I prepared to make an issue of the often repeated argument based on the alleged conflict between the planning principle and free trade. The time in which the problem was formulated in the categorical choice of free trade or autarky belongs to the past. This is reflected in Professor Viner’s statement that there is no inherent association in principle between economic planning and the reduction of trade volume.2
