Abstract: Abstract Although much has been written in recent years about social development and the need for integrating social planning in the overall development planning, in the context of the Bangladesh situation such an approach will remain an ideal for some time. For the present it seems inevitable that social planning relating to the First Five Year Plan of Bangladesh will consist of a sectoral approach, i.e. planning of individual sectors which have so far been labelled as social. Even though consistency with the overall objectives and other sectors may be attempted the approach is necessarily fragmented. Unfortunately, as much of the thinking relating to the social sectors has still to crystallise in a reasonably workable form, this paper instead of attempting a detailed discussion of the problems and policies in these sectors will mainly highlight the issues on which answers are to be sought.
