Chapter 3 in The Economic Development of Bangladesh within a Socialist Framework, 1974, pp 27-66 from Palgrave Macmillan

Abstract: Abstract Since the impact of growth brings about changes in the relationships among economic and institutional variables, planning is necessary to bring order into the chaos that is created by the unco-ordinated growth of these variables. The most important function of planning is to bring about the harmonisation of a large number of socioeconomic variables moving in different directions pursuing their own targets, which are sometimes in conflict with one another. The task of the planner has to be geared towards attaining this objective. However, planning defined as the process of preparing a set of decisions for future action pertaining to social and economic development along a prescribed course, has some uncertainty associated with it.
