Abstract: Abstract Long-term planning of the public sector has become increasingly important in most industralised countries. The methods which are used so far are different from the sophisticated mathematical optimisation techniques which have been developed in the different disciplines of operations research. While the application of cost-benefit analysis (which is also an optimisation technique) for problems of a more local character has quite frequently been a success, more global tasks, such as planning for an entire national educational system, have not yet effectively been assisted by optimisation techniques.
