Abstract:
Abstract In a very true sense the object of this note is to raise some of the issues that would be involved in adopting a Marginal Employment Subsidy (MES) for India. I am fully aware that there will be immense controversy on the analytical merits of the MES itself and on the need for its adoption in India. However, I shall steer clear of these and will simply state my proposal and enumerate, for consideration and comment, the various issues that I see arising in its implementation. For obvious reasons, this is written in straight, at times telegraphic, language; and throughout only India’s problem is kept in view.
