Abstract: Abstract I am using no mere conventional phrase when I say that it is a very great privilege for me to welcome, on behalf of the University of Rome, all those who have come to this city to take part in the First Congress of the International Economic Association. My sense of privilege is accompanied by a hope and a feeling of profound gratitude.
