Abstract:
Abstract This paper is intended to examine a policy issue that has been widely discussed in the last decade and its title is worded in the simplified terms in which the issue has been commonly debated. Since the terms private and public are not completely clear and precise when referring to investment, we will begin by discussing their meaning.
