Abstract:
Abstract I am very grateful to Professor Kenneth Arrow for inviting me to deliver the Valedictory Address to such an august body as the World Economic Congress, attended by a galaxy of distinguished economists from all parts of the world. For your deliberations you have chosen an ancient theme which inspired the founding fathers of our discipline. The relationship between agriculture and industry in the process of economic development has a profound bearing on our understanding of the nature and causes of growth in income and wealth. At a time when the two-thirds of humanity which lives in the Third World is grappling with problems of poverty, underdevelopment and structural change, the importance of your deliberations can be hardly overemphasised.
