Abstract: Abstract Public ownership on the means of production predetermines the unity of a national economy, and makes imperative its co-ordinated and planned development. The plan for the development of a national economy sets the all-important ratios of public production: between accumulation and consumption, between manufacture of the means of production and consumption articles, between production and circulation, industry and agriculture, between production and labour resources, etc. This is the national economy development aspect of planning.
