Abstract:
Abstract Being an introduction to a general discussion, this paper obviously cannot, and is not meant to, exhaust the problems of which it treats. There exists a considerable body of literature on the subject, even though it did not begin to engage the attention of economists more than fifteen years ago. The author cannot be absolutely certain that he has not missed one or the other of the studies recently published on this question; in any case, quotations will be limited to just a few which have a direct bearing on the discussion below.2
