Abstract: Abstract It is tempting to affirm that the scope for expanding any type of economic (or, for that matter, non-economic) relationship for which ‘cooperation’ is an accurate description should be boundless. Admittedly, the wish is the father of the thought in such an affirmation, because economics is largely the study of constraints on the possible and/or the desirable. This communication takes up two questions relevant to policy. Is the scope for East—West industrial and technological cooperation already subject to or approaching, identifiable constraints? If so, what type of action could be taken to ease or remove them; and what kind of benefits might be expected to result?
