Abstract: Abstract The technological potential of a country or group of countries can be evaluated from two different but interrelated aspects. One of the aspects is the capability of a country (or region) to establish the necessary scientific base and to develop the achievements of her research for commercial application. The different factors which determine the size and structure of the national scientific research base, the level of its development, the interrelations between research and the commercial application in the different branches of the economy, the degree of national (or regional) technological autonomy are also very important indications of the nature and the efficiency of the participation in international technology flows, including the assimilation and adaptation of imported technology.
