Chapter 10 in The Economics of Choice between Energy Sources, 1987, pp 235-257 from Palgrave Macmillan

Abstract: Abstract This chapter deals with conditions of energy planning in France and more especially with two points involving economic calculation, which has its own advantages and inadequacies. The two points are: (a) the cost of national independence. The first part of the chapter shows how an attempt is made to establish a dialogue between value and constraints in the difficult topic of the security of energy supply, and (b) French energy reconversion and the part played in that by the electricity system. This second part shows, by taking the morespecific example of the nuclear programme, how decisions have been taken since 1974 and how the weight of uncertainty has been taken into consideration.
