Abstract: Abstract Since by no stretch of the imagination can Mexico be considered a ‘new’ oil country as, for example, Norway or Great Britain, a brief excursion into the history of Mexican oil and of its role in Mexican economic development since the beginning of this century is in order, for the purpose of understanding the formulation of Mexican oil policies in the 1970s and their probable adjustments to the international and domestic conditions of the 1980s.
