Abstract:
Abstract In the last analysis it is Parliament which decides the distribution of public expenditure in our country. Hence the study of the allocation of the budgetary funds available—as well as of their amount within certain limits—indicates the opinion held by the average intelligence comprised in Parliament on the scale of marginal utilities of the various expenditures.
