Abstract:
Abstract Many large debtors of the 1980s, such as Argentina, Brazil or Mexico, have now escaped from the sequence of painful reschedulings which marred their economic prospects for almost a decade. Such is not the case in Africa; external debt remains large, and no arrangement has yet been devised to open the way to a brighter future.
