Abstract:
Abstract In practice, there is no commonly accepted definition of subsidy and state aid, and existing definitions differ in the scope of policy which they consider (OECD, 2001). Schwartz and Clements (1999) define a subsidy as any government assistance that allows consumers to purchase goods and services at prices lower than those offered by a perfectly competitive private sector or that raise producers’ incomes beyond those that would be earned without intervention. The authors proposed a list of government assistance that can be considered as subsidies.
