Invisible Actors

Abstract: Abstract It often appears that the international humanitarian system includes only international actors: UN agencies, international NGOs (INGOs), and donor governments. Likewise, most discussions on issues of crucial importance to the humanitarian world – such as humanitarian reform, accountability, finance, coordination, integrated missions, security and military-civilian relations – tend to focus on international organisations and how these issues affect them.
