Abstract: Abstract Managerial ability of enterprise managers, which we call managerial human capital in this study, is expected to play a critical role in carrying out multifaceted innovations, as formulated in Hypothesis 1 in Chapter 1 . The purpose of Part II ( Chapters 1 and 2 ) is to substantiate this hypothesis based on the case studies of a steel bar cluster in northern Vietnam and a metalwork cluster in Nairobi, Kenya. Particularly noteworthy is the fact that the steel bar cluster in Vietnam is a village-based, rural industry, which can be found in Asia but not in SSA.
