Abstract: Abstract Obviously, no oil company can afford the stigma and liability of a major oil spill or explosion. The industry would prefer to pump over 20 billion barrels of crude annually without spilling a drop of oil. Even though four million barrels of oil spilled into the Gulf of Mexico is but 1/4000th of one year’s production, or less than the share of a single drop in a one gallon bucket, such a spill is by no means the proverbial drop in a bucket.102
