The Rise of CSR Public Policy in Asia: The Case of Southeast Asia and China

Abstract: Abstract Public policy is emerging as an increasingly important component of the Corporate Social Responsibility (CSR) agenda in Asia. For example, in 2005, Chinese president Hu Jintao launched the ‘Harmonious Society Policy’. CSR was considered an instrumental tool for achieving the goals of this new policy and marked the start of a series of high-level public CSR activities. In 2005, the Singaporean Ministry of Manpower participated in the launch of the Singapore Compact for CSR, together with the National Trade Union Congress and the main national business organizations. In September 2006, the Minister of Finance of Malaysia officially launched the CSR Framework for Public Listed Companies (PLCs) for the Malaysian Stock Exchange, Bursa Malaysia.1 The framework was presented as essential for the financial value of companies and for the country’s economic performance. The fact that leadership for these pioneering CSR initiatives was taken at high levels shows that CSR was not to be a window-dressing activity in developing and emerging Asia.
